President

Francesse Lucius was born and raised in Port-au-Prince, Haiti. She is a graduate of the University of Miami School of Law and received her Bachelor of Arts in Political Science and Women’s Studies from the University of Florida in 2009. She currently works as Attorney Adviser for Social Security Administration. Previously she worked as senior attorney for Children’s Legal Services. She is a proud member of Alpha Kappa Alpha Sorority, Incorporated.

Nadine Gedeon

Vice President

Born and raised in Port-au-Prince, Haiti, Mrs. Gedeon obtained her first law degree from Université Quisqueya in Haiti. Mrs. Gedeon worked for the Haitian Red Cross for six years, where she developed  valuable leadership and managerial skills. She then went on to work as a legal officer at the Haitian Red Cross before she came to the United States.

Vladimir R. St. Louis is a shareholder at St. Louis Morris, P.A. He tailors his practice in the areas of real estate transactions and civil litigation. He is also a licensed Realtor and Title Agent. Mr. St. Louis graduated from Georgetown University Law Center, Dean’s List designation, with an Executive Master of Laws in Taxation and Certificate of Study in State and Local Taxation. Altanese Phenelus

Altanese Phenelus is an Assistant County Attorney in the Miami-Dade County Attorney’s Office. Altanese has practiced in the Zoning, Land Use and Environmental Section as well as the Tort Liability and Medical Malpractice Section. During that time, she successfully argued two appeals before the Third District Court of Appeal, one concerning a constitutional challenge to Miami-Dade County’s environmental regulations, and the other involving issues of notice and sovereign immunity.

Guerby started with Legal Services during his budding law school days and never left. Not only is Guerby committed to public service, he is committed to the City of Miami. He is a product of Miami-Dade County and advocates for the rights of the low income community. Guerby is a member of the Tenants' Rights Unit, tackling issues such as housing discrimination, self help evictions, and subsidy terminations. Outside of being an attorney, Guerby is an avid runner.
